The Ayuntamiento de Avilés has launched an open procedure for the renovation and modernization of its public lighting network (ref. AYT/5559/2026, TED 708253-2026). It is a mixed contract covering luminaires and sensors, installation works, and associated engineering services. Financing comes from a loan granted by IDAE under the National Energy Efficiency Fund.

The project is divided into five lots:

  • Lot 1, North-West zone: €1.86M
  • Lot 2, Centre: €2.56M
  • Lot 3, East: €1.97M
  • Lot 4, South: €2.04M
  • Lot 5, lighting measurements: €22k

Each lot runs for 12 months. Bidders may tender for, and be awarded, all five lots.

For the four installation lots, price accounts for 40% of the score. The remaining 60% goes to quality: technical specifications of the equipment (20%), work planning (20%), extended warranty (10%) and spare-parts stock (10%). The emphasis on warranty and replacement stock gives luminaire suppliers with strong service and lifetime guarantees a clear opening to stand out alongside their installation partners. The measurement lot is weighted 45% on price, 40% on methodology and 15% on experience.

Submission is electronic only, via Spain’s Plataforma de Contratación del Sector Público, and tenders must be in Spanish. Bids remain valid for two months, and public opening is scheduled for 4 November 2026 in Avilés. Interested manufacturers and contractors should act quickly, as fewer than eight days remain before the deadline.
