Open tender: €20M street lighting tender announced in France
France’s TE83 has launched a €20 million tender to modernize public lighting across the Var region. Covering LED upgrades, smart controls, and maintenance, the project is divided into eight lots. Bids are due November 24, 2026.
Territoire d'énergie Var (TE83), the public energy syndicate for the Var département in south-eastern France, has launched an EU-wide open tender for the maintenance and modernization of public street lighting networks across its member municipalities. The framework agreement is valued at an estimated EUR 20 million excluding VAT and is split into eight geographic lots. Tenders are due by Nov 24, 2026 at 12:00 CET.
What is being procured
The contract covers the full scope of street lighting operations: preventive and corrective maintenance, troubleshooting, repairs, and the renewal, replacement and modernization of luminaires and network infrastructure. The scope explicitly includes recreational and sports lighting as well as heritage and architectural illumination wherever these are connected to the public lighting network.
Beyond keeping the service running, TE83 states that the works are intended to bring installations into regulatory compliance, improve their energy performance, and support the member communes in optimizing and future-proofing their lighting assets. For the solid-state lighting industry, this translates into a sustained two- to four-year pipeline of LED retrofit and control-system work across one of the largest départements on the French Riviera, from the Toulon hinterland to Saint-Tropez, the Verdon and the Fayence area.
The notice is classified under CPV 50232100 (street-lighting maintenance services) with 45316110 (installation of road lighting equipment) as additional classification.
